A witness provided additional details to the officers, indicating that Chris Louis had been present with the children around 4:30 p.m. but had left them alone briefly. He reportedly returned for a short time before leaving again. The police apprehended him when he returned for the third time around 6:18 p.m., leading to his arrest.
