The rapid advancement of artificial intelligence (AI) has outpaced existing governance frameworks, according to a preliminary report from the UN’s Independent International Scientific Panel on Artificial Intelligence. Nonetheless, the report details the new dangers posed by AI systems. Individuals have exploited AI to create and disseminate sexually explicit deepfakes, including materials depicting child sexual abuse. For example, California initiated an investigation into Grok in January regarding nonconsensual deepfakes and CSAM. AI can generate false information that appears legitimate, and criminals are increasingly using these systems to facilitate cyberattacks.
Some AI models exhibit tendencies to reinforce negative behaviors in users, potentially leading to severe consequences, including self-harm, according to the report. The panel raises concerns about the autonomy of AI models, suggesting that as these systems gain independence, monitoring and control become increasingly challenging. there is a growing apprehension regarding the extensive construction of data centers required to support AI systems, which may adversely impact local communities.
The UN panel notes that policymakers have found it difficult to keep up with the rapid evolution of AI because current governance frameworks were not designed for technologies that change so swiftly. Typically, authorities require scientific data to formulate regulations, but by the time sufficient data becomes available, AI systems may have already advanced further.
The report asserts that to ensure AI systems remain safe, transparent, and accountable, there must be stronger independent evaluations, enhanced international collaboration, and the establishment of common standards. Without appropriate safeguards, AI technologies could exacerbate inequality, proliferate misinformation, threaten human rights, disrupt labor markets, and become tools that are predominantly accessible to a limited number of governments and corporations.
The report highlights that access to AI technologies is largely concentrated in developed nations, with a majority of systems being developed in the United States and China. Many developing countries lack the necessary infrastructure and expertise to fully harness the benefits of AI. “The challenge,” the panel states, “is finding a way to unlock AI’s enormous benefits while mitigating its rising risks.” The UN panel, which focuses on scientific assessment rather than regulatory actions, will continue to evaluate AI technologies to inform policymakers.
