A shocking incident unfolded in Panama City Beach, Florida, where a woman has been apprehended for allegedly impersonating an agent from ICE (Immigration and Customs Enforcement) to facilitate the kidnapping of her ex-boyfriend’s spouse. The dramatic events transpired on April 10, as reported by the Panama City News Herald. Latrance Battle, aged 52, entered a Days Inn dressed in a black zip-up jacket, matching black pants, a black hat, and a white face mask. She approached the front counter where the victim was working, setting the stage for a terrifying encounter that would unfold.
Upon being asked if she required a room, Battle allegedly unzipped her jacket to reveal a shirt emblazoned with “ICE,” and produced a “Sheriff’s Office” card claiming to identify her as an ICE agent, according to the Herald. The victim later recounted to authorities her apprehension about the possibility of additional ICE agents being summoned to the hotel if she did not comply with Battle’s demands. Fearing for her safety, she informed her supervisor about the alarming situation and willingly left the hotel with Battle, a decision driven by fear and desperation.
The Bay County Sheriff’s Office released a statement acquired by the newspaper, revealing that the victim was in the process of becoming a legal U.S. resident. This critical detail explains her heightened anxiety regarding compliance with what she believed to be a legitimate federal agent, emphasizing the emotional and psychological impact of her predicament.
According to reports, the suspect directed the victim to enter the back seat of her vehicle, claiming she was taking her to the Sheriff’s Office. As the victim attempted to use her phone to contact her lawyer and husband, Battle allegedly seized her phone and refused to return it, stating she could make one call only after they arrived at their destination, further illustrating her coercive tactics.

However, instead of arriving at the sheriff’s office, Battle drove past the location. The victim reported that Battle appeared to be communicating via a handheld radio with other individuals she believed to be “ICE agents.” This manipulation further intensified the victim’s fear, as they missed the designated turn-off to the station, with Battle claiming they were redirecting to a different BCSO location in Panama City Beach.
The victim recounted that Battle was speaking derogatorily about her husband, even suggesting that she would have to “suffer the consequences” for his actions, a disturbing psychological tactic meant to undermine her confidence and instill fear, according to court documents reviewed by the outlet.
Once again, the route taken did not align with the victim’s expectations, as Battle informed her while on the Hathaway Bridge that they were instead going to meet additional ICE agents at a nearby apartment complex. Upon arrival, the victim was allegedly instructed to go to a specific unit, further isolating her and escalating her distress.
The victim reported observing a “clear tackle box and other items” in Battle’s trunk upon their arrival, as detailed in the court filings. Battle then allegedly left the victim and rushed to the apartment, where the victim heard significant commotion, including sounds of movement and conversation, raising her alarm about the situation, as reported by the Herald.
Seizing a brief moment of opportunity, the victim reportedly approached a bystander, requesting to use his phone to contact genuine law enforcement. The filings indicate that she attempted to conceal herself behind the bystander’s vehicle upon Battle’s return, showcasing her fear and the urgency of her situation.
The Herald reported that the bystander questioned Battle about why she had taken the victim’s phone, to which the suspect replied, “She knows what she did,” further illustrating her manipulative behavior and the underlying threats in the situation.

Battle then allegedly moved her vehicle in front of another building, while the bystander advised the victim that she could wait in his home for law enforcement to arrive. During this time, the victim also called her husband, and upon describing the supposed ICE agent to him, he mentioned that it sounded like his ex-girlfriend, further complicating the situation.
The responding sheriff’s deputy was able to verify that Battle resided in the building. The victim’s husband soon arrived and informed the deputy that he had an injunction against Battle due to previous conflicts, as reported by Fox affiliate WOFL, with the most recent incident occurring approximately two years earlier.
Records indicate that Battle is currently on felony probation for aggravated assault with intent to commit a felony, as stated by the Herald. Furthermore, there is a court filing against her for “dating violence” from 2022, painting a disturbing picture of her history.
Ultimately, she was located — claiming to be en route to Alabama — and arrested on multiple charges, including theft by sudden snatching without a weapon, kidnapping in the commission of a felony, impersonating an official, and felony violation of probation, showcasing the severity of her alleged actions.
Her initial arraignment is scheduled for May 29, and she has been ordered to have no contact with the victim. As of April 24, she was being held at the Bay County Jail without bond, indicating the serious nature of her offenses and the judicial system’s response to her actions.
