Meta has recently unveiled its comprehensive “Adversarial Threat Report,” which delves into the nuances of coordinated influence behavior identified across its diverse array of applications. This report serves as a critical resource for understanding the evolving landscape of digital misinformation and the tactics employed by various actors.
Within this insightful report, Meta highlights significant trends observed throughout the year, shedding light on persistent and emerging threats within the global cybersecurity environment. These insights not only inform users but also provide valuable data for organizations looking to enhance their defenses against manipulation and misinformation.
A primary takeaway from the report is that the majority of coordinated influence operations are still predominantly orchestrated by Russian operatives, who actively seek to manipulate global narratives to suit their interests. This ongoing trend raises alarms regarding the effectiveness of current measures to counteract such influence.
According to Meta’s findings:
“Russia remains the number one source of global CIB networks we’ve disrupted to date since 2017, with 39 covert influence operations. The next most frequent sources of foreign interference are Iran, with 31 CIB networks, and China, with 11.”
Russian influence operations have primarily targeted local elections and disseminating pro-Kremlin narratives regarding the conflict in Ukraine. This extensive activity underscores the determination of Russian operatives to manipulate public perception and information flow, reinforcing their strategic goals on the global stage.
Additionally, Meta has observed a noteworthy trend regarding the use of artificial intelligence in manipulation campaigns, although the advancements have not yet revolutionized these efforts as anticipated. The potential threats posed by AI remain significant, but the current application appears limited in its effectiveness.
“Our findings so far suggest that GenAI-powered tactics have provided only incremental productivity and content-generation gains to the threat actors, and have not impeded our ability to disrupt their covert influence operations.”
Meta highlights that AI has primarily been leveraged by malicious actors to create fake profiles through autogenerated headshots, a tactic that can be largely detected by Meta’s latest systems. Additionally, there has been an emergence of “fictitious news brands” utilizing AI-generated video newsreaders to spread misinformation across the internet.
As advancements in AI technology continue, these manipulation efforts may become increasingly sophisticated, particularly in video content, making them more challenging to identify. However, it is intriguing that AI-driven enhancements have not yet delivered the anticipated advantages for online scammers and manipulative actors.
At least, this has been the case up to this point.
Meta also points out that many of the manipulation networks it has detected are diversifying their operations across various social media platforms, including YouTube, TikTok, X, Telegram, Reddit, Medium, Pinterest, and others. This trend illustrates the adaptability of these networks in exploiting platforms with varying degrees of scrutiny.
“We’ve seen a number of influence operations shift much of their activities to platforms with fewer safeguards. For example, fictitious videos about the US elections– which were assessed by the US intelligence community to be linked to Russian-based influence actors– were seeded on X and Telegram.”
The reference to X is particularly significant, especially given that the platform, owned by Elon Musk, has undergone substantial changes to its detection and moderation strategies. Various reports indicate that these modifications have created a more conducive environment for such manipulative activities, raising concerns among users and analysts alike.
Meta actively shares its findings with other platforms to enhance the broader enforcement of measures against these manipulative activities. However, X’s absence from many of these collaborative groups suggests a potential gap in safeguarding against malicious influence, leading to critical scrutiny of its operational practices.

Instead, state-sponsored actors persist in their efforts to manipulate news and information across social media platforms to achieve their strategic ends.
