Majority of Community Notes Remain Hidden on X, Study Reveals

There are significant doubts regarding the effectiveness of Community Notes as a solution to combat misinformation, despite the optimistic outlook presented by Mark Zuckerberg and his team at Meta. Many experts question whether this new initiative will truly address the pressing issues of false information that proliferate on social media platforms.

Recently, Meta has opened up opportunities for users to sign up as contributors to the upcoming Community Notes program, signaling a shift away from relying on third-party fact-checkers. A recent study conducted by Maldita, a reputable Spanish fact-checking organization, reveals that the information on Community Notes still heavily relies on sources previously utilized for third-party verification. This raises concerns about the reliability of the information being disseminated on platforms like X.

According to insights reported by Poynter:

The study ranked professional fact-checkers among the three most cited sources on Community Notes […] The study also found that users trust notes citing an accredited organization more, helping them appear faster on misleading posts and allowing misinformation to be addressed before it spreads further.”

This indicates that Community Notes on X are notably more effective when backed by professional fact-checking resources. This reality casts doubt on Meta’s decision to eliminate official partnerships with these organizations, especially given that users still prefer citing reliable sources for fact-checking.

However, Meta could argue that the findings of this report demonstrate that formal agreements with fact-checking organizations are unnecessary, as users frequently cite these sources independently, regardless of official recognition.

Yet, the most striking conclusion from the study highlights a critical flaw in the Community Notes initiative as an effective tool against misinformation:

Despite the higher trust in community notes citing fact checks, 85% of notes remain invisible to users on X. On average, only 8.3% of proposed notes become visible, rising to as much as 15.2% when linked to a verification organization.”

This statistic reveals a concerning truth: the vast majority of Community Notes go unseen by X users, even though contributors undergo a rigorous approval process designed to ensure they provide valuable insights.

So, what explains the lack of visibility for most Community Notes on X?

“The reason for the low visibility rate is that Community Notes requires agreement among users with different political views before a note is shown. Maldita’s study recommends that platforms revise or, in Meta’s case, select a lower threshold of agreement to prioritize factual accuracy.”

This requirement for consensus among users from opposing political perspectives is a significant drawback of the Community Notes system, as it limits the visibility of potentially crucial information.

The rationale behind this approach is understandable; it seeks to prevent political activists from misusing the system to suppress dissenting views. However, in practice, this method creates a substantial obstacle in curbing the dissemination of numerous demonstrably false claims.

This challenge is a fundamental characteristic of any adversarial political landscape.

This situation is particularly relevant in the context of the Trump Administration, which has a track record of promoting misleading and incorrect information. Statements made by Trump are often accepted as fact by his supporters, meaning any Community Note proposed to correct misinformation may not be shown due to the political consensus requirement.

As indicated by the data, this issue is already inhibiting the visibility of a significant majority of Notes on X. Given the expansive scale of Meta, this challenge is poised to escalate further.

Moreover, it is essential to consider that the X Community Notes system has already been compromised by organized groups of contributors who collaborate to manipulate the voting process on Notes based on political or philosophical alignment, a fact that even Elon Musk has acknowledged.

In essence, while the Community Notes concept holds promise in theory, its application is likely to be ineffective in numerous situations where political division is at play.

During a time when society is inundated with half-truths and narratives motivated by ulterior motives, the shortcomings of Community Notes could have devastating implications on a larger scale.
