The landscape of politics has become increasingly complex for women leaders, particularly with the emergence of generative AI, which poses unique challenges and risks for female politicians compared to their male counterparts. A recent report has shed light on this pressing issue, highlighting the vulnerabilities that women face in the political arena, where technology can be weaponized against them.
According to an analysis released by the American Sunlight Project (ASP) and reported by The 19th, there have been over 35,000 instances of digitally altered non-consensual intimate imagery (NCII) affecting 26 members of Congress. Disturbingly, the findings reveal that out of these numerous altered images, a staggering 25 women politicians were targeted, while only one man was subjected to such content. This stark contrast underscores the disproportionate impact of AI-generated NCII on female politicians, highlighting a serious social and ethical concern.
The study’s findings indicate that female members of Congress are 70 times more likely than their male colleagues to be victims of non-consensual synthetic images. Alarmingly, 1 in 6 congresswomen, approximately 16 percent, have fallen victim to this form of digital exploitation, raising urgent questions about the safety and security of women in positions of power.

Political leaders from both sides of the aisle have recognized the urgent need to address the surge of NCII and synthetic AI-generated images. However, reaching a consensus on effective measures has proven to be a slow and arduous process. In January, a bipartisan coalition of Senators introduced the Disrupt Explicit Forged Images and Non-Consensual Edits Act of 2024 (Defiance Act), aimed at criminalizing the dissemination of non-consensual, sexualized digital forgeries created using AI technology. Although the Act was passed in July, it remains under consideration by the House, reflecting the complexities of legislative action in this area.

Recently, the Senate passed the Take It Down Act, introduced by Senator Ted Cruz in June. This legislation criminalizes the publication of digitally manipulated deepfakes while imposing penalties on companies that fail to remove such harmful content within a strict 48-hour timeframe after being reported. This proactive approach reflects a growing recognition of the need for accountability in the digital space, especially concerning the protection of women and marginalized groups.
The gendered implications of AI-enhanced imagery cannot be overlooked, particularly as women leaders navigate a perilous online environment that heightens their risk of sexual abuse. A study released by the Center for Countering Digital Hate in August examined the rising tide of online hate and negative interactions targeting women politicians on social media. The analysis of Instagram profiles belonging to 10 female incumbents revealed that one in 25 comments was categorized as “highly likely” to be toxic. Alarmingly, Instagram failed to take action on 93 percent of reported abusive comments aimed at these women, highlighting a critical gap in platform accountability.
Nina Jankowicz, founder of the American Sunlight Project, remarked on the need to confront this troubling new reality. “We need to reckon with this new environment and understand that the internet has amplified numerous harms disproportionately affecting women and marginalized communities,” she stated. “My hope is that this recognition will prompt action among members of Congress, as these issues not only impact American women but also their colleagues, simply because they are visible in the public sphere.”
In response to these alarming findings, the American Sunlight Project proactively informed the offices of the affected politicians about the presence of AI-generated NCII. Following this notification, most of the images were promptly removed, although the organization did not receive any feedback from the offices involved.
