ESafety’s investigation revealed that Roblox still permits adult users to contact minors.
Roblox has announced a commitment to a legally binding agreement aimed at enhancing protections for children against grooming and sexual exploitation on its platform. This decision follows findings from Australia’s eSafety commission, which revealed that despite ongoing discussions and the implementation of some new safety measures over recent months, the platform still permitted adults to connect with minors.
Specifically, the eSafety commission’s tests revealed alarming gaps in safety. Adults were able to send connection requests to Australian minors without requiring parental consent. children and adults could still interact on community forums, viewing and responding to each other’s posts. The investigation also highlighted that anyone in the game could access underage users’ connections, profiles, biographies, account names, avatar images, and other sensitive information without any options to restrict visibility.
In response to these findings, Roblox initiated mandatory age verification in late 2025, beginning with Australia, likely as a direct result of eSafety’s efforts. Though there were challenges with the rollout, including instances of children circumventing the age verification system, Roblox asserted that its technology is effective. Following this initial phase, the platform expanded age verification requirements to users in the United States for access to in-game chat. By mid-May of this year, Roblox categorized users into three distinct age tiers: Kids, Select, and standard Roblox users. Accounts for children are limited to games carrying Minimal or Mild content ratings, feature chat disabled by default, and include comprehensive parental controls. This new age-gated account system was globally implemented in June.
According to eSafety, Roblox “believes it is fulfilling its obligations under the Online Safety Act.” Despite this, the platform has agreed to introduce further changes and enhanced safety measures. These measures will include ensuring that adults cannot contact children they do not know without parental consent. children’s accounts will be set to private by default, and users will be provided with straightforward reporting options. A third-party auditor will also evaluate the efficiency of these safety measures. Roblox has three months to implement these changes, or eSafety may seek court intervention to enforce compliance.
Roblox has faced ongoing scrutiny over child safety issues and is currently dealing with multiple lawsuits from various states in the United States. In May, the company reached a $12 million settlement with Nevada and committed to establishing a verification process that mandates users to submit government-issued identification and undergo facial age estimation. Under the current system, users can meet age verification requirements by completing either of the two methods. Roblox has pledged to prevent users under 16 from messaging adults unless those adults have been designated as “trusted friends,” a status that can be assigned via QR code.
