New York State Senators Liz Krueger and Kristen Gonzales have proposed a significant bill that aims to halt the issuance of permits for new data centers for a period of three years and ninety days. This initiative seeks to allow time for comprehensive impact assessments and regulatory updates. The legislation mandates the Department of Environmental Conservation and Public Service Commission to produce detailed impact statements during this pause, focusing on minimizing environmental effects and consumer impacts related to data centers in New York.
The proposed bill emphasizes studying the water, electricity, and gas consumption of data centers, as well as their influence on resource rates. A Bloomberg analysis highlighted that household electricity rates surged by 13 percent in 2025, primarily due to the expansion of data centers. New York joins five other states—Georgia, Maryland, Oklahoma, Vermont, and Virginia—in introducing similar bills aimed at regulating data center development. Currently under review by the Senate Environmental Conservation Committee, this legislation is still in its early stages.
