He can be found in Heely’s Secret Base, northwest of the Seventh Day Forest.
The base can be accessed by using your jetpack to get over the gates.
Heely can be found against the gate of the base.
You can find Hyena thugs and elites roaming around in the same area.
You can also find The Fanatic in the base.
Heely is quite easy to defeat because he has low HP and armor.
After you’ve defeated him, you’ll get the “Heely” achievement.
You’ll also receive EXP as a reward.
