The lack of standardized safety evaluations creates vulnerabilities. For instance, nine out of 30 agents have no documentation regarding guardrails against harmful actions. This can lead to exploits such as prompt injections, where agents may inadvertently execute malicious commands.

Furthermore, 23 out of 30 agents fail to disclose third-party testing information on safety, raising alarms about their reliability.

How Are Developers Addressing Safety Concerns?

Only four agents—ChatGPT Agent, OpenAI Codex, Claude Code, and Gemini 2.5—provided tailored safety evaluations. Despite this, leading labs like OpenAI and Google have been criticized for their “safety washing” practices. They publish high-level safety frameworks while lacking transparency about daily operational risks.

As of late 2025, some momentum has been observed. OpenAI and Anthropic announced a foundation to establish development standards for AI agents. However, the transparency gap remains significant.
