Age Verification Options Explored by Social Platforms for Teens

The ongoing conversation around age restrictions for social media access highlights a pressing issue: the absence of a universal technology capable of verifying user ages. Currently, no reliable process exists to effectively prevent young users from accessing popular social apps.

In the past year, numerous European countries, including France, Greece, and Denmark, have rallied behind a proposal aiming to limit social media access to users under the age of 15. Meanwhile, Spain is advocating for a 16-year-old minimum age requirement. These initiatives reflect a growing concern over the impact of early exposure to digital platforms.

Similarly, Australia and New Zealand are in the process of establishing laws that would enforce age restrictions, limiting social media access to individuals over 16. Additionally, Norway is working on its own set of regulations. These efforts signify a global trend towards heightened scrutiny of youth online safety.

While these proposed age restrictions may not drastically differ from current policies—where most major social platforms are accessible to users aged 14 and older—the implications for youth development are significant. The concern lies not just in age but in the challenge of enforcing these regulations uniformly across platforms and jurisdictions.

One could argue that even a two-year delay in access can substantially influence developmental growth during formative years. However, the primary obstacle is the enforcement of these regulations, as well as how social media companies and local governments can collaborate effectively to implement them consistently.

At present, the responsibility for enforcing these age restrictions rests on individual platforms, which must implement their own verification measures to prevent young teens from using their applications. This piecemeal approach complicates compliance and monitoring efforts.

In response to these challenges, Meta has suggested a novel solution: making app stores, such as those operated by Apple and Google, responsible for verifying user ages at the point of download. This shift would alleviate the burden from social platforms and create a more standardized enforcement process. However, Apple and Google have shown reluctance to adopt this plan, as it places accountability for potential fines squarely on them, prompting their lobbying against such measures.

This approach makes logical sense and could simplify the age verification process, establishing a clear barrier at the point of entry. Given that many young teens rely on their parents to purchase devices, this system could significantly enhance compliance and reduce unauthorized access.

In the absence of this solution, multiple age verification systems are currently being tested, which may offer potential pathways to restrict underage access more effectively.

For instance, Meta is experimenting with third-party age verification through video analysis technology from Yoti, designed to estimate the age of potential users accurately.

This age verification method has been rolled out in select regions across both Facebook and Instagram, although it remains in a testing phase as the company evaluates its effectiveness. However, its effectiveness is still under review.

Australia is also piloting a similar initiative, utilizing video ID technology to prevent teen access to social media platforms. Recent trials indicate that this could be a promising solution for age verification.

The project director for this trial, Tony Allen, stated that there were ‘no significant technological barriers’ to preventing under-16s from creating social media accounts. ‘These solutions are technically feasible and can be flexibly integrated into existing services to support the safety and rights of children online,’ he added. The trial examined various methods and technologies, from facial recognition to behavior-based age inference, alongside parental control mechanisms.”

This could enable the Australian government to set a baseline measurement for age verification, ensuring consistency across all platforms in preventing youngsters from accessing their applications.

Additionally, another innovative solution is in development, which may appeal more to technology platforms due to its advanced nature.

According to reports from Semafor, Reddit is investigating the use of eye-scanning technology for user identity verification.

As noted by Semafor:

“Reddit is contemplating the adoption of World ID, a verification system based on iris-scanning Orbs, co-founded by OpenAI CEO Sam Altman. Sources familiar with the situation indicate that World ID may soon provide a means for Reddit users to confirm their identity while remaining anonymous on the platform.”

The goal of this initiative, as highlighted by Semafor, is to ensure that every account is associated with a real person, addressing challenges related to AI bot profiles and bot interactions within the platform.

The implementation of iris-scanning could serve as a potential means of ensuring authenticity, while recent studies suggest that eye-scanning technology can accurately determine an individual’s age as well.

Theoretically, this could introduce a new biometric marker for age verification, categorizing users through this less invasive identification method. However, practical application raises concerns, as it may require users to access a World ID orb for iris scanning.

While online alternatives exist, they may not suffice for widespread verification. Thus, the challenge remains in ensuring accessibility for all users.

Ultimately, we are progressing towards a future where age verification will become more stringent and legally mandated, which might lead to increased storage of personally identifiable information across global servers.

Currently, vast amounts of personally identifiable information are already stored within the databases of major social media platforms. However, the potential focus on biometric data could ignite new debates regarding data security and user control over how personal information is managed.

If age restrictions are to be effectively implemented, a reliable verification method will be essential. The broader implications of such measures could significantly influence the future landscape of digital surveillance and privacy concerns.
